Finish an Immigration Agency Website

I am looking for someone to finish and polish a Wordpress website site that has been started using a Wordpress template. This site is for an Australian migration agency.
The business has a logo and branding already, and all content and site map can be provided.
Online booking plug-ins have already been done.
I need someone who can ensure consistency across all of the pages in terms of branding, structure etc and ensure the site has a professional look and feel.
Home page and approximately 7 pages have been drafted including a home page which needs polishing, font types and sizing need to be made consistent and structure modified for professionalism.
Approximately 10 - 15 additional pages need to be created. This should be able to be done by duplicating any previous visa page as the structure of the page will be similar. The only difference will be content.
Looking for someone who can provide guidance and make decisions on look and feel for the website by understanding competitor websites.
Color scheme across the website needs to be made professional and consistent.
SEO needs to be added along with any other appropriate tags.
Images can be provided or updated by us provided the structure has been completed to allow for such.
Finally the site needs to be handed back in a state which enables us to add/remove/modify content/pages as required.
