secured question bank on mobile phone

Would like to have a solution for loading question bank on mobile phones ( locally, NOT being in association with Service Providers through their servers) in secured mode so that the question bank cannot be opened in other mobiles through transfer by blootooth. And should be able to work on as much basic models of mobile as possible. Also should suggest the data entry model to make the question bank.
