Design and migrate current "systems" to Azure

I currently have several VPSes and a dedicated systems.
They are used for running websites, mailserver(s), listserver,....
I would like to streamline this to one "system" running in Azure.
What do I need:
"server" with a control panel were I can
create a website based on the FQDN
create mailboxes
create password protected folders
websites with and without SSL certificate
force a minimal version of SSL/TLS on the websites
have a mailserver running (SMTP and SMTP with SSL and authentication)
have an IMAP4 (with TLS) server
have a listserver
ipv4 and ipv6
(current system are running Linux - NO ACCESS will be given to attributing the project to someone)
In your offer
* what resources in Azure do you recommand (with the Azure cost linked to it - with and without redundancy)
* time/cost to create/implement the resources
* time/cost to migrate 6 mailboxes from the current imap4 server to the new one
* time/cost to migrate 6 websites from the current webservers to the new one
