I've tried this - extensively - and you cannot glean any info in the 1st few seconds. You have to wait till the ball slows down appreciably, generally with about 4.5 to 6 revolutions left, to make an accurate prediction. That then requires your croupier to allow bets made fairly late, and of course the wheel cannot be spinning at a high speed (so it has to be a 'lazy' croupier who does not always spin the wheel, but instead allows it to slow down). And besides all that, roulette is a slow game, you are often only making bets every 5-8 minutes. If this is being considered for online roulette, don't they require bets placed *prior* to the ball spinning? I cant believe they'd risk what you are contemplating. I'd certainly like to discuss it more, but I spent a lot of time on this, having read The Eudaemonic Pie many years ago.

I suggest we built a Reinforcement learning model for it , that keeps getting better at making guesses from learning from it's mistakes! We can explore possible work in that domain.
