Google places and Google Reviews

Hi, We are currently paying lots of money with google adwords but this is NOT working for us. We have a "google places" / "google business" set up but for some reason we don't appear in the list with competitors even though they don't pay google any money or have any reviews.
1) We want to be in the google places list so when you type "recovery services" we appear with out competitors. (see attached image). We cannot understand why we are not in that list.
2) We want some reviews on our business but they need to appear genuine and not at a sudden spike (so over the course of a week or so at a couple a day from UK ip addresses)
