i need a car washing app for single company with washer account and client account- max budget 15000 for both ios and android

i can do iphone and android. although if you want to publish it on the iphone store it's gonna cost more than your project cost itself. that crossplatform i use, it works the same on iphone and android. your price in my opinion is low but i think a functional app can be built though cutting corners.
