Buidling a simple (yet responsive) web application to allow teachers to feed student's data from any mobile phone

Hi all, My name is Ohad, and I'm from Israel. I'm a co-owner and the operation manager of a science class called ‘Kismey Mada’ (Hebrew for ‘The Magic of Science') for students from the ages of 5 to 11. I'm in need of an online simple app linked to a database, to allow me and my workers to keep detailed and comprehensive data on my students and be able to update the info (mainly student attendance reports) from any mobile device. My initial intention was converting my existing Access desktop project to an Access Web App (via Microsoft’s SharePoint Online service), but those web apps are very limited in functionality at the moment (at least until SharePoint 2016 is released, planned to be released only in Q2 this year). I came across the option of cheaply developing a graphic web interface using Javascript Bootstrap + mySQL templates and it seems to be a possible solution to my needs and budget. So, for the 1st phase (I may need more features to be developed later) I’m going to need a fairly simple GUI linked to a database that I can edit and maintain, when the GUI must be (1) responsive, (2) support Hebrew and be aligned to the right side of the screen (if I can also have English support with no additional cost - great, I will translate the text strings from English to Hebrew and back myself) and (3) have these functionalities included: * Being able to import data that was exported from Access desktop project (via formats of Excel, XML File, SharePoint list or CSV TXT file). * Exporting data using one of the above formats, to be able to import back to Access. BTW, If you know any better way to sync the SQL and Access databases, please let me know. * Exporting to a PDF report and sending the report by email to a predefined email address. * Database backup. The database shall include student’s details - limitless number of records in 1 or more tables (1 record per student) and about 100-150 fields of data for every record (personal info, contact details, attendance over the course of a whole year (~40 activities). payment details and other fields. The data fields might be divided into several tables). Pleaseconsider a long-term relationship as I will certainly need future implementations to the project.
