Paypal API and AWS Integration. Crowdfunding Style Payments

Need a crowdfunding style payment processor developed using Paypal API using preapproved payments.
We want it integrated with AWS Database and SES systems to automatically store and sort data as well as automatically send emails with information from the database.
Basic info:
Users can bid any value they would like (minimum is $5) - Processed through Paypal Preapproved Payments
But only the top 50 bids will be processed.
System should automatically send an email with their bid price and position within the bidding (#37 of 50)
System should automatically send a series of emails with more information from the bidding.
After a limited time (10 Days) the bidding is stopped and the top bids are processed only.
Very detailed instructions will be provided to the winner of this Freelancer Project.
