Database Scraping

I am looking for somebody to scrape the following database and to add the information to a mysql tables, All i am looking for is somebody to write the code and I will install it on my servers. The code must have a maximum value that allows me to add a daily look up limit, so i can ensure that we do not lookup more than the allowed number. in a 24 hour period. The code also needs to grab all data from the database so that i have the following information. IP Address IP Range Company Name (owner / operator) Description Any domain names on those IP addresses And whois. I need this to work by a person adding an ip address range, the code will then explode that range and store each individual ip address in that range and then retrieve the relevant infromation for each individual ip address as detailed above. When writing this code please bear in mind that this database will be hundreds of millions of records, and this will be a gradual scraping process. My price is for somebody to write the code, if you can also scrape this information i will happily negotiate a price for that service, however intially the project is to just write the code to scrape the database.
