Gaming community server solution

Hello! I am looking for help with a gaming hobby / project I am working on. It's goal is to be a IT solution for gaming communities in the MMO EVE Online. I am hoping to find someone who can work for a reasonable price to code some solutions for me, which I would like to be open sourced to avoid abandonment issues. Also, since I am not a linux expert I will need help setting up the server properly and getting the solutions running. Before we get too deep into this, I wanted to be upfront and state this is a hobby of mine so I am unable to spend too much money on it. I dont expect anyone to work for free, but ideally I keep this in the few hundred $ range. I am semi technically inclined to run servers (learning Linux etc) but i have zero programming skills. I am looking for programming help designing a better user interface and adding some features to a game service called www.Eveservers.info. The server is up and functional, but needs someone with more skill then I have to get everything working and also code features for it.
