HTML 5 or Java / socket application, proof of concept

this is a proof of concept application, for a distributed information/notification application, if we can test successfully will go for a full version. we currently have it based on windows and sockets, What we want to do is convert the remote end to work as a platform independent application. We are strongly interested in using very standard up to date and flexible technology, would like to see it on html5 and java-script however could consider others like java if you convince us of their pros. Description of the functionality: On this system we need to keep information on the current state of a group of users, and be able to send them simple short pop messages. As for states, for easiness think each user can be in 'green', 'yellow' or 'red' . Users will open a browser and using normal html5 and javascript, will log in and authenticate (database authentication would be a plus but don't want to raise costs at this point just jet) As users log in, they will be able to see a list with all other users logged in. Function 1: send_msg We need to be able to send messages to each logged user with a command line to the web server. i.e. [login to view URL]?hello_user1 Function 2: change_state We need to change the state to each logged user, with a command line to the webserver. i.e. [login to view URL]?red Function 3: logout_user We need to logout an user when a message arrives at an user we want to have it on the main screen, with the remitent (in this case the admin user), but also want to do a desktop notification in case the browser is minimized or does not have focus. (a beep will also be desirable) (for ideas on desktop notification check : [login to view URL], or [login to view URL]) remember, keep it low and simple, if we sell the concept further stages will enrich this with all improvements and goodies to create the full product. which could include in you maintaining the code product On ANOTHER project, we need the same but on an Ipad or Iphone and on Android, if you have experience and think can work on that, PM me to invite you when the time comes.
