HREF Related Technical Question

First, please look at the following code: [![][1] What I need is a way to open a new browser window with the above specified parameters (e.g. no scroll bars, no status bar, no tool bar, etc.) for the specified web page in a manner that meets the following requirements: (1) The new window for the web page will be opened by clicking on a banner ad displayed by a third party ad server in the web page currently displayed in the open web browser window. The banner add's href will be of a form similar to the following where the URL for the web page to be opened will be passed as a parameter: [url removed, login to view]"'[url removed, login to view]" (2) the opening of the window will not be blocked by pop-up ad blockers. (3) if a redirect page is used, the redirect page must be opened as a new window and no browser messages will be displayed when the rediret page's window is closed. (4) the web page displayed in the browser window from which the new window is being opened does not change. (5) no additional code is added to the page on which the banner ad is being displayed.][2]
