PHP MySql to Local Exe

On the Web currently, I have a fully functional php / MySql service application. Visitors select from options of services available they require and make use of the application for those specific options selected presently on line only. I require to re-create the functionality of this application and make available for local PC installation, both via download or Cd with ability for the local version to access the remote MySQL database and to perform updates to the client data structure according to options selected and registered for on line, possibly using a php/shell script that runs daily collecting changes and dumping to an XML/SQL file which will be made available for download, in order to speed up updating and download process. End result, a fully functional, secure/encrypted, local version of the remote application, requiring to connect to the internet only to update changes made in db, strictly and specifically for those services the visitor opted into upon registration. Client application must be created with future changes in mind, must be flexible to handle different data structures on the backend, and allow for future User Interface additions. Those willing to participate, please inform on skill or language proposed. Working solutions and suggestions across multiple operating platforms, although majority of users in our market are using the different versions of Windows, 98, Millen, 2K, XP etc are welcome. Thank you. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
