Server-side compile of Flash FLA file to SWF

We need an application which can dynamically compile a Flash file (FLA) into a SWF file on the server.
Our use-case is this:
- Our PHP application updates the Flash 'Action Script' file for the FLA with some custom variables
- Our PHP application then has to call a server-side component to compile the FLA and Actionscript into a SWF
- The newly compiled SWF file is then available to the PHP application to view via web browser.
We understand this might be possible using the Adobe Flex library (Open Source) or other command line compiler.
We would prefer this solution to work on a Linux server. However if we must install Windows (and Flash) then I guess we will.
(Preference will be given to a solution which uses Flex on Linux - not Windows!)
This is a prototype project. There is no graphics or UI required. We are just looking for a proof of concept for how we can get a the Flash to server-side compile using the included Actionscript file.
