180223 Website Design - Black Google

I would like to create a "Google Custom Search" engine. I am looking for a website designer that can create a Black version of the Google: home page, search results page. I also need an additional page created that would be a clone of the hompage at [login to view URL] If you can create an original website, from scratch, NO TEMPLATES, please respond.
