Sales Lead/Freelance Website

I need a website that allows businesses or individuals to list request for services, leads, or a sale in return for a fee. The system works much like RAC but covers a specific niche. The same principles of RAC are incorporated but the layout is more user friendly and the primary use is to get independent contractors/individuals to become a sales force for the requestor. I imagine a freelancer backend template would fit and make it easier to start this project, but as mentioned before, the layout would be totally different.
