Add educational technology (LTI, QTI, LOR, CC) to existing ebook authoring tool on LAMP

Looking for a PHP developer who knows how to construct simple versions of LORs, QTI, and (thin) Common Cartridges, and possibly LTI. We will provide a LAMP development environment with instructional material, questions, and answers in a database. You will construct tagged LORs, QTI packages, and CCs that we can import into various LMSs and assessment tools for IMS Global certification and demonstrations in schools. We have specific versions and technical specs, based primarily on IMS Global specs. but some additional constraints. Initially, we just want to build one-off packages. If we are successful, we will want to bake the functionality into our authoring system to allow for automated builds. Will likely lead to ongoing support as we support more schools, LMSs, tags, etc. Code must be checked into Git (Bitbucket) at least daily. We use AWS and you will have your own development server, so you must be familiar with SSH and RSA keys. We are in the process of becoming a member of IMS Global which will provide access to IMS tools and code. We also are experimenting with open source tools and libraries, such as Tao, which we can use if they are helpful.
