Build me an app

I'm in the initial stages of studying the opportunity for an app so it's hard to give a brief, but I wanted to get an overall quote for building an app which would require a space where people can create profiles, an info page and simple interactive exchange. We can go more into detail when we start chatting. I will know more within the next month, but ideally, I'm looking for someone based in Bali/Indonesia (as I'll be there for the next couple of months) who would be available to start on the project around March and someone who is willing to accept a smaller budget. Perhaps someone starting out as a freelancer/talented student, but, of course, I do want professional-looking work and a fully-functioning app by the end of it :) The price I have stated is open for slight negotiation.
