Build me a 3 simple web pages, along with web apps which write to, and display from, a database.

I have been building a database and I need the following: 1. A secure login page which I can give users 3 levels of access. Users have a unique employee ID. 2. At the first level of access, I want users to be able to enter hours worked, grouped by their individual clients (which they can select from a drop box). Users should only see their clients, no other user's. 2.1. I want the users to see how much funding each of their clients have left so they can decide whether to do further work for them. This should be shown when a user selects a client from the drop down box. 3. At the next level of access, I want users to be able to create new records for clients (name, client number, Date of Birth), Create funding plans (date beginning, date ending and total overall funding) for clients. The amount in these funding plans should show in the first part, and when employees enter hours worked in the first page, the funds remaining should automatically be adjusted. 4. Highest level of access - a page where a user can view all this information, see all users grouped by their clients and vice versa. You can make a simple database of your own for this, with 3 tables. A User table, with fields: Employee ID (primary), Employee Name; a client table, with fields: Client ID (primary), client name, Primary Employee (the employee who works with the client); and a plan table with the following:(Plan id (primary), plans date from, plan date to, is plan active (binary), plan total, client id (the client this plan is created for.
