Building a simple website

I need to have a simple website showing the visitors' postal address similar to [login to view URL] . I want it to be multi-lingual. I want to have admin panel, on the panel, i will be able to add new language supports for the whole website. In fact, the whole website will consist of 4 main pages: 1- a dynamic homepage 2- a standard abouts page 3- a dynamic archive page to list all the searches 4- a dynamic page showing details of places ( name, map, gps location, postal address, phone etc ) From admin panel, i will be able to add/edit the information of the places recorded to the database automatically after each address request. Where will all those place come from? When a visitor enters the homepage, it will show the postal address, map, ip address and gps coordinates. Below, there will be 3 places near your address. They will come automatically. And the titles of places will be links, when you click that link, the detail page of that place will come. And it will be added to the list on the archive page. And i must be able to show all this functions in many languages. And i must easily generate a new language on admin page by editing basic fields in target language: 1- Title of of the page, 2- meta keywords 3- meta description 4- description on homepage 5- some fields about locating, mapping etc. 6- “Homepage” text 7- “About” text 8- “Archive” text 9- Description inside about page 10- Description inside archive page 11- “Who Learnt His / Her Address From Us” text 12- “Visited Places” text And while designing all this website, i dont want to use google api, as it is paid service. I would like to use free apis such as mapbox, foursquare maps, apple maps, yandex etc.
