checkbox, need to correct UPDATE code

My checkbox does-NOT update...Need to correct the UPDATE code to the proper value when i save changes (if (isset($_POST['form_footer_save_settings'])){).......As testing code i change value to 0 or 1 and function does update and change value and keeps checkboxed.. This checkbox is just an enable /disable type checkbox.... See SHOT
