Create a Platform with a P2P system

I'm looking for a web developper with basics knowledge on HTML5/CSS3 to start with a skeleton since I am my self a designer. I really need someone who has knowledge in PHP5 / SQL / JAVA / Javascript. Summary of the project: Plateform regrouping professionals around 5 category. Each can look for jobs, or post a job If someone apply for a job, the employer send the funds on the site and the site keep the money till both party agreed that everything went well. I need also the possibility for 1 or 2 of the category to make some advertising ( that they have to pay ) Everyone after a job done can write a review Each user can have a profile, review, rates, reference Each user have a portfolio ( img, Media, audio) All user can interact in a live chat like Facebook when job is accepted or have requested a communication. Using stripe, paypal, visa, master. I'm looking for a clean (NOTHING MESSY ON THE SERVER - I have seen nasty organisation) and performance script. I have knowledge in PHP and SQL. I will help as much as i can, but i have a lot of work since i'm a student and worker to pay my university. I'll express my self better with wireframes when I will have selected the freelancer
