I have worked on various website optimisation projects. I have good understanding of Front End and Backend optimisation techniques. Since you have already explained, it's a backend issue so i would recommend you to setup Redis caching which will help in decreasing load on MySQL and boost performance of the application. I am also assuming that you enabled both Page and Dynamic cache and also the Big Pipe module provided by Drupal. We can also run Percona database test and set appropriate parameters for MySQL connection on server. We can also setup OptimizeDB module for detailing and logical performance improvements. Also if you haven't configured Cron run using Drush, you should do that as well. To summarise i can help with all this and have a complete overview of the infrastructure, custom code and all kinds of Good/Bad Practices.
