Face Recognition Visitor Registration Software

Helo. We are going to develop a new desktop windows-based visitor registration software to communicate to our existing Face Recognition Server.
This software will complete user's registering process (ex. Input registering data, access a webcam and able to save picture, able to access OCR scanner).
We need this software to be able to input and output data from/to our Face Recognition Server (we will share the API/SDK).
The software can be built with PHP or Java.
This software developement devide into 3 phases.
a). Phase 1: visit registration (onsite registration) module.
b). Phase 2: online registration and approval module. (This phase can be talk later after phase 1 is done)
Phase 1. Visit registration module
Key requirement :
a). Software is able to run in Windows 7, windows 8, and windows 10.
b). able to Comunicate (Manage and submit inputted data) to our Face Recognition Server (Megvii/face++ Koala API/SDK).
c). Integrate with webcam to take a picture and save it to the server.
d). Integrate with OCR Scanner,able to read the OCR results and fill into the registration form (prefer OCR Type: Sinosecu Passport Reader QR1000, SDK/API is ready to share).
e). Able to add several types of visitor information include ( visitorname, visitnumber, department, access floor, company names, visit begin time and end time, etc)
f). Generate the visit report ( Entry time, exit time, visitorname, visitornumber, department, access floor, company names etc).
g). Point e and f can be costumize and configured in the software is a plus (information field can be configured based on the user need).
