A freelancer needed for Magento extension 2.X and 1.x development

Hi, i am looking for a magneto extension developer, who is able to develop magneto extension 1.x and 2.x. here are the details of project:- 1- Magneto extensions need to develop for 1.x and 2.x and need to host on Magneto store. 2- extension will allow user to configure their online store with shipment company so online store will be able to create shipment bill automatically once customer will place order from online store it will go to magento admin, once admin accept order then a bill will be create on our database based on customer order, we will use API key to create bill in our database, its called airway bill and it will monitor the delivery of order and update the magento store via API. 3- from these extension shipment company database will get from fields data from online store and based on this data shipment bill will be created via API. 4- PI key and documentation are ready its simple and small work, i need cheap and reliable price, high price will be rejected and will not be considered.
