Need to add admin user to Phpmyadmin

I have 2 main issues that need resolving asap My admin user has been deleted from phpmyadmin, so that needs to be reinstated so I can access my backend Secondly, when customers pay using their paypal account, I am not getting confirmation that payment has been made, so there is a problem with IPN notification. When users pay with their card, The address is being duplicated and the order is not being passed onto paypal. I am on Paypal Pro
