Pay per minute (PPM) Video Chat/Text Chat Script

I am looking for someone to develop a pay per minute video chat script that can also work as a pure pay per minute chat service for a counselling website. There are some existing software packages out there:

JamOnCam

SoftService

123FlashChat

FlashComs

They look fine, but some of them are way too expensive. I need a script that can be adapted to both a Weebly or Wordpress site that can handle the following:

+ Two way video chat (PPM), offering the possibility of PPM pure text chat service

+ Commission system to pay operators

+ Credits system to charge clients where clients can send tips during video chat

+ Payment system - both for income and payments - via PayPal

+ Review system for operators (feedback after session) with on/off option

+ See usage statistics for clients and operators

+ Operators' performance control via access to respective chats

+ Avoidance of operators stealing clients through automatic detection and

blocking of possible email, telephone or other personal details exchanges

+ Custom profile for operators

+ Scheduled and instant session requests

+ Video chat requirements: video chat/text chat + voice chat option of whiteboard, file

sharing, screen sharing that can be activated/deactivated

If you have a working site (no adult sites) with these characteristics and are confident you can provide a good solution, please bid for this project.

Please bear in mind that I'm obviously looking to pay less than an already existing solution would cost me. As mentioned in the description, I find some of the solutions already too expensive, so do not bid if you are going to offer a price that is not better. Thank you.

To be considered, do not send me generalised bid texts that you send to all proposal, but an adjusted one to this specific project with examples of the type of task (PPM chat) developed by you previously preferentially with a demo that I can check out. Proposals stating something generic like 'I can do the work' does not tell me anything of my interest and will be disregarded. I am looking at bids below 500$ that can provide everything I am looking for. Experience in developing PPM chat scripts is a must. If you do not have this specific experience, cannot show me your work in action, and are not able to prove you are the author, better don't bid. I also expect good Freelancer.com references, in general rating, comments and completion rate.
