paypal payment script fix

this script is working , but needs some fixes.
- payment confirmation is returning first with unsuccesfull after that refresh some time the page is showing confirmation.
- needs to be fixed by code also for sql injections, and data form edit when ordering (price transactions check if its ok or not )
- needs for each function, now only one order is able to buy. it needs to >
dont bid to much budget = max 15 usd because the code is already here.
