php make dynamic links work and insert jquery plugin

I have a multilanguage site made like this : [login to view URL] After choosing language user makes his choice on landing page in a conditional menu based on "target 1" and "target 2". The target generates a link to a modal pop-up, see pic_1_expl. a) when "target 1+2" is selected a dynamic link needs to point to a form link that under normal circumstances would be inside the generated modal.... I need that link inside normally presseable inside modal to be readily available on landing, see pic_2_expl. b) when user have pressed link from a) you need to make available inside the form the modal in the form of a jquery panel like this : [login to view URL] c) the form files that you must make a link to has a language selector system that needs to be linked up to the choice of language on landing page. The site structure takes an hour to understand and then another hour to planify and then anohter hour to code. Therefor I can give you for three hours max. I suggest we make a quick skype meeting.
