Trouble with free shipping coupon woocommerce

anilogics(dot)com. I've tried 2 different plugins to offer Free Shipping through a coupon code, nothing is working. I contacted WooCommerce, we deactivated all the plug ins and changed to the storefront theme, by doing so, we've concluded that it is the Ani-Logics theme that is causing the issue. Would someone be able to help me troubleshoot this issue? We need it running as soon as possible, we have a promo that is running that uses a code.
