hi I see what you are emphasizing on, regarding immediate availability, commitment / responsibility to have this done thus producing an ultimate stable question / answer portal based on latest coding trends. well i would recommend Laravel for this purpose. or we may go ahead using wordpress along with some already available plugins for this purpose in order to prevent re-inventing the wheel (but in any case it will be basically php/ MySQL). and i can commit on stable release until February including all QA (quality assurance and testing) cycles completed. I do have required capacity to have this executed in a timely and efficient manner. since I operate a company with in-house full time team of developers.
