I have a Word Press site in the Word Press control panel normally at the top of the page there would be a message when a newer version of Word Press becomes available saying 'You are running an older version of Word Press. A newer version of ... is available. Update Now' Also in the plugins page normally next to each plugin that has a newer version available there would also be a message and update button. This is not showing either.
