I would like to hire a Freelance Developer

I need to digitise a tool that I have designed on paper. It needs to be accessible from a central database where users log in. The tool would be purchased for use per project. It needs to have drop downs when the cursor hovers over it giving snippets of information, but when clicked on open up the relevant programme that the icon refers to i.e. if the icon refers to financials of the project, it must give the latest project budget and spend in the little box, but if clicked on it would take the user to the full budget layout. There are a few functions like this but the main one is the reporting functionality that it needs - there is an icon that will be required to populate a project summary including basic information from each of the icons and up to date information on the project into an A4 (probably MS Word) document that can simply be printed.
