Write a PHP script to produce PDFs from images and csv data

I am a teacher and I have been making card games for my students. But my php script has stopped working and I don't know enough to be able to fix it.
This can either be a fix of my existing script package (using ImageMagick; it worked 2012-2017 then suddenly stopped working; I can provide the entire original in the original directory structure) OR a new script to do the same thing, if you prefer to use different libraries, etc. It must be in PHP.
Given:
Subfolders containing images (pdf, png, jpg) and text (.csv format) named in a predictable way,
/data (containing .csv files)
/images
/cardelements
The script should:
0. Ask for a string to represent "XYZ" in the following filenames;
a. Read a file ([login to view URL]) containing text data (sometimes in double-byte languages like Chinese, sample provided), and a file ([login to view URL]) containing information about what graphic elements to include on each card;
b. Read an xml file ([login to view URL]) containing layout information and a name (sample provided);
c. Combine the graphics and pdf files (pdf, jpg/png, and text fields read from the .csv file) into a single PDF (output will be multiple PDFs as the [login to view URL] file gives multiple cards to be made);
d. Output the pdf file into a directory, naming the new pdfs [[login to view URL], [login to view URL], etc.];
Positions of the elements are determined by the [login to view URL] file; content to be combined is determined by the [login to view URL] file; words to be inserted come from the [login to view URL] file.
The three data files included below should really all be named [login to view URL], [login to view URL] and [login to view URL] (so XYZ="Chinese" in the initial input).
