PostgreSQL/PostGIS database designer (temporal, GIS, QGIS, FME)

Looking for someone experienced with PostgreSQL/PostGIS and database design to help set up a PostgreSQL/Postgis database Ideally, the database would run locally on my laptop, and could auto-backup to the cloud at regular intervals. I would be the only one editing the database so we don't need multiple users at this time. This database would primarily be accessed from within ArcGIS, QGIS, FME Desktop. The contents of this database would primarily be geographical data.. point data (e.g. cities) polylines (e.g. rivers, roads), and polygons (e.g. state borders). Other contents of the database would be 3 main elements: People, Companies, and Projects.. People and Companies would have coordinates, mostly relating to their address(es). Projects would have polygon data. These 3 main elements would all have a lot of relationships between them: for example, a Person would work at a Company.. and a Company would own a Project.. and Person would work on a Project. Most importantly: most of this data needs to have a temporal aspect to it. For example, a Person works at a Company.. but I need to be able to specify the start and end dates.. and also, the date/time the entry was added.. and also, the dates/times of any subsequent edits (and what the 'state' was at any point in time).
