hi there i can do this easily but need few things to be clarified like the photo storage will be local at th pi or the cloud?? apart from the web app is there any web interface ?? if its local what we can do is we can use Linux/ Windows IoT and run a protected web server on it then use that to connect the android app if its cloud we can have the app sync the images and database from the cloud, app will connect to cloud which ever the way is its super easy to do the thing you need. plz msg to discuss in detail

Hello. I am an IoT developer and I have developed the Raspberry Pi smart devices such as smart mirror. For this project I can develop the photo frame like nixplay. The mobile app will upload the file via bluetooth or web page and the Pi will display the photos. I will use the python and flask to develop the raspberry pi app. The reasone is Python and flask is most suitable language and server for Raspberry Pi machine.
