ROS AI Controller for Car-like mobile robot

Need to design (AI) algorithm -Reinforcement Learning-, as ROS node python (.py) to control 4W steering mobile robot for path tracking problem.

I have attached a paper named "Robust sideslip angles observer for accurate offroad path tracking control" I want this paper to be implemented.
