Salesforce Custom Rich Text Editor in LWC

I am looking to implement a custom-rich text editor or Balloon editor using LWC components. Here is the example of what I need.

There are a couple of open-source codes which can be added to the LWC component for the UI and functionality. Afterwhich, field value must be saved to any salesforce rich text field.
