Build me a Windows/Mac Program

Hi, I sell photo, photo-frame, canvas frames and imaging products. I was in need of a custom software with GUI that runs on both Windows and Mac OS. Software will prompt user to pick from 4+ canvas sizes. Next, user is prompted to upload image. User must be able to reposition, crop & resize the image. Product has two options: mirrored edge or wrap around. Preview option. The image is then printed on a template. Each canvas size will have a different template. Templates are in .psd layers. Templates contain layers which are cut out guide lines for users to print and cut by hand to fix on canvas frame. Something similar to make you understand the main functionality of the template can be seen on this link ([login to view URL]) where photoshop .jsx scripts are used to create wraps and mirror(optional) the image or have it wrapped around. This is somewhat similar but only to give you a brief view of what we want to achieve. Budget is negotiable.
