Create a live article search windows application

Hello,
Im looking for someone who can build the windows applicationfollowing:
See Image Attached -
The application will have a list of websites that I will manually add. (see image)
When clicking on the website URL within the application a list of questions and answers will apear (they will be uplaoded by CSV file see image)
The search bar will run in a live mode, so if i was to type one word in all questions / answers will apear that have this word in. If the word in no present these questions and answers would be hidden.
The application will have a increase decrease chat button (so when increase is clicked the chat goes up 1 or down 1 if decrease is clicked).
The database will need to be stored on a server as it will be used on 2 or 3 computers.
