As the title says - I need to emulate a mouse click to a java applet with my current c# program - without taking control of the mouse. So essentially a ghost click/ghost mouse/2nd mouse. the mouse click CANNOT take control of my current mouse and needs to be completely independent like it is being clicked using a 2nd mouse.

Hello, my name is George Bouris. A second mouse will actually take control of your cursor :) I can develop this utility, so that it generate clicks in a specific location on the screen. The location will be user selectable, i.e. the button on the Java form. It will not take control of your cursor. The java form must be visible, though.
