Create an Animation (180 min, 2D or 3D)

Hi, Thanks for the post, I have one question for this project is total duration is 180 Min or 180 sec ??? the reason i am asking is because i am unsure how you can get a180 min of animation video done under 250 USD budget. So first please let me know about this and then i guess i might be able to provide you with a proper proposal. Thanks
