3D model creation/small animation

I'm in need of a small project, as I want a model created for a specific game I play called VRchat, that will be an original model specifically designed for me. Also, having my own character in Blender that's ready for any future animation or content done by me would be great. The character would have to be ready to use in blender that would have to be 19,999 tris or below. I will give pictures directly to the person I hire, as it will be a single humanoid character for my own use. I will need bones properly placed, a full mesh, while having keys created, so my character may talk, have eye tracking, and have facial expressions. Eye tracking etc. is created by the tools I have in blender. The eyes just need to have a key called "left eye" and "right eye" so they can move. As for the unity part, animations will not be complex, nor will they be anything more than animation overrides for the game. Whether it be cute little gestures, or unity allowing my character to hold a specific item in my hand. Of course, they will be custom animations, so they'll have to actually be animated, though I'm not requesting some big animation project at the end. I will discuss what I want in more depth once the project goes live. I do want my character to be more of the anime style. So a toonish look? Unity has cubedshaders that allow the character to retain it's look like how it'd look if it were in MMD (miku miku dance). Please know, that I am very serious about this. And the work would not be directly associated to the game, though would just be mine. It's not for the game, it's for me. I'm going to use it in the game, and that's it.
