Building a bi-lingual English/ Chinese Acupuncture and Herbal Medicine website

Need to build an English and Chinese bi-lingual website for my company similar to [login to view URL] The company provides acupuncture services, selling herb based supplements, etc. Need to provide client to sign HIPPA agreement and treatment consent forms, complete initial intake forms or follow up forms. These online forms and data collected needs to be integrated into Jasmine Practice Management services (built using Salesforce platform) for contact info, intake info scheduling etc as electronic health record (EHR). Be able to build logic (I will provide) to recommend herb supplements based on answers to intake questionnaires and support e-commerce shopping cart and payment processes. Also like to have membership only services capability and charge members on a monthly or annually bases. Bi-lingual site support English tab and Chinese tab and maybe also Traditional Chinese tab.
