Help with web application to scrape property data

Project has been started. It is an application to gather information for properties that get upload it by CSV file. The application needs to be able to upload the CSV file into database, and then get the data from the different websites by scraping. 2 of the 4 counties for these properties have been done already, we need to work in the rest which will mean scraping data from 8 different websites. Application must also include: 1. a way to upload Home owner association (hoa) data through csv file (this has been done already, but must be refactored) 2. a way to be able to edit, show, update, create and delete all hoa's 3. a way to be able to edit, show, update, create and delete all properties (done but needs refactoring) 4. properties need to be searchable 5. hoa's need to be searchable 6. need to be able to only search properties with certain criteria and then be able to extract those properties into a CSV file. 7. need to find a clean, workable theme for the whole website. there is a lot of tabular data that needs to be displayed in a clean way. 8. "admin" users need to be able to sign in, to be able to edit, create, upload or delete anything. 9. "title" users need to be able to only edit certain aspects of each properties. 10. first row needs to always be seen for properties and HOAs so that user knows which column they are looking at. this goes with number 7, to find a good clean way to show all this data. 11. properties need to be able to save documents, pdf, excel, and csv. 12. properties need to be able to save images, all types. 13. HOAs need to be able to save documents, pdf excel, and csv. 14. bootstrap will be ok to use for the frontend design, i do not anticipate the use of much js. 15. certain pages need to be responsive for mobile and tablet, most importantly the show pages. gems you should be familiar with: 1. Paperclip 2. Devise 3. httparty 4. nokogiri 5. sunspot_rails 6. pg (postgres db as it is running in heroku) These are the mayor parts of the application. The most consuming part is the scraping of the websites. I will also be working on this project with you so our communication needs to be on point. We will be using Trello for project management.
