Chat & VPN P2P Software for Windows 10

We are looking for a talented developer to help us create a new gaming/vpn software.
For that we would need a Win10 client which serves as a community platform with the option to create a VPN connection. The VPN is based on peer-to-peer connection (n2n) that looks and functions as though they exist on a common LAN, but in actuality are a remote web connections. That way players can play all the games which no longer have any multiplayer support. As inspiration we would like something similar to Discord and the no longer available Tunngle.
Project Steps will be:

Step1: Create Software UI based on Screenshots

Step2: Integrate backend API (Rest api)
Step3: Integrate XMPP Client for Chat.
Step4: Integrate VPN (n2n)
This job offer is only about a fully functional UI (Step1) for this future client. After that we will talk about the next steps.
But first we would need a reference/example of your previous work included in your application.
