CUSTOM WORDPRESS PLUGIN: Dual Menu Sets and Sub Menus visible on specific pages only.

I'm currently redesigning and converting the [login to view URL] site to WordPress (progress visible on [login to view URL] ). However, there's a tricky navigation pattern in the sidebar of content sections and above the content of some of those pages that isn't easy nor light on performance with existing plugins I've tried. The current one I use show/hides widgets based on the page. However, 40 widget menus are adding 2-3 seconds to my load time and creating them is harder for non-technical staff. So, I want a custom plugin tailored to my needs instead.
WHAT I'M LOOKING FOR:
I need a CUSTOM WORDPRESS PLUGIN created that allows the admin-access user to create a set of two menus that only shows up on a specified top level page AND all it's children pages. The two menus are "Guide" and "Media", just like the current non-Wordpress site [login to view URL] has.
Additionally, some pages have a sub navigation to them. Examples are [login to view URL] and [login to view URL] (the menu links between the content and below the breadcrumb navigation). These don't always follow a pattern, so they should be custom created menus. They also do not have visible titles on frontend, but should be named for easier management. A sub menu only shows up on certain pages within a top level page's children page list (so selection should be restricted to that - like screenshot shows). The columns are being done in CSS and JavaScript and do not need to be changed. Merely looking for functionality of building menus.
