Fix "There has been a critical error on your website" After migration Wordpress

I have migrated a Wordpress website from a host to another host (by hand) but get the "There has been a critical error on your website" after migration.
I have deleted all files and DB then used the All-in-one WP migration plugin but the plugin get stuck at 95% importing to the new host and I still get the "There has been a critical error on your website" .
