WPDatabase Project with API 3rd party Integrations

I am using WordPress, and would like to use this with WP Database Plugin.
I sell data. I have multiple Excel files with names and phone numbers of business records
I wish to upload all my files into one consolidated database, and allow my customers to come to my website and search this database to see availability of records they want based on certain filters selection.
I then want them to be able to purchase and download that data right from the website based on their search results, and number of records they choose to purchase. I want a minimum purchase amount set per order. Maybe $250 minimum per order.
We can set base pricing for the data, certain up charge for the age of the files such as 30 days old data will be priced at $1 per record. Where as a 60 days old record will be reduced to .75cent and so on. However, if they decide they want certain filters, we will upcharge perhars .05c per each filter. I'm thinking maybe 5 different filters, based on the columns i have in the excel file.
Also different filters of the business such as Mobile only phone numbers, or data with emails, for example will be priced higher than data without emails.
In addition, need to be able to track for future purchases, if customers come and purchase 100 records, then come back 30 days later to purchase another 100 records, we need to make sure that the system will scrub against their previous orders so they don't buy any duplicate records.
Some clients have already purchased data files from me in the past which i have saved in each respective folders that will need to be uploaded to the database as well so that existing clients may immediately search my database for new records that they haven’t purchased from me yet.
There is a few websites out there that already has this exact system in place, i'll be happy to show you the website once we agree on some terms.
This is similar to [login to view URL] where you can search b2b data and select any filters you wish and download it by purchasing some data credits.
Also, once we can configure the system, We need to put in a credit system, or some way for customers to purchase the records. Either they can pre purchase "credits" or "tokens" and add it to their account, or just allow them to checkout for the monetary value of their list results, based on all the filters, and add ons they want for the file.
Lastly, we must integrate [login to view URL] to validate email addresses in the data files, i would imagine upon customer download, or once a week. Not 100% sure, and would like recommendations. There is also [login to view URL] that validates phone numbers to ensure it's connected, and valid.
