Looking for a network configuration advisor (Social Network Service)

worst freelancer, He said he would document the information he had and deliver it within three days. He instead asked me to pay $200 up front. I trusted him, released milestones. However, he did not deliver the document until the 5th day. he sent me a PDF file downloaded from the Internet. They even sent only part of the content. I struggled with that document for several days. In the end, I didn't solve anything. I just threw my time and money in the trash.
